Dear Bill:

	Enclosed is a draft of my Elephant paper.
The ideas are only partly developed.  Nevertheless, I think there's
enough to see that programs that interact with people or with
programs belonging to other organizations can benefit from using
the ideas.

	I would be grateful for any reaction.  The long delay was
occasioned by trying to get in something about representation of
Elephant programs as sentences of logic.  There's something, but
that part requires more work and maybe some new ideas.
